Hotfix for the Lich King Event and Heroic Stormwind

We've slightly reduced the difficulty for Normal Lower Spire, fixed an issue with Lich King skipping phase transitions, and fixed an issue that kept Highlord Bolvar Fordragon from activating his Consecrate ability in Heroic Stormwind Siege.

Lich King Event Changes

Normal Difficulty

• Mor'Ladim no longer respawns.
• Slightly reduced the income rate for Lich King. This change should slightly reduce the pace at which Lich King plays Minis.
• Little Rattlegore will no longer spawn during phase changes.

All Difficulties

• Fixed a bug that would cause the Lich King to not die due to skipped phase transitions. This would cause missions to end in defeat instead of an appropriate victory.

Heroic Stormwind Siege

• Fixed an issue that kept Highlord Bolvar Fordragon from activating his Consecrate ability in Heroic difficulty.
